  Absolutely awful, what you are dealing with here is a council who think they can do whatever they like because they are the local authority and therefore they are the law WRONG! You still dont have the right to make people pay money they don't actually owe you or repeatedly threaten them with legal action because they haven't payed said money. Often it is actually an error that has been made on their side but hey why admit fault for it when you can blame someone else for it and put them through undue stress and anxiety.
